乡村「和事佬」

「出了东家进西家，劝了这家说那家，邻里相处多和气，调解为您添和谐。」在淄博市沂源县，今年 64 岁的农民马友利倾情乡村调解事业，为了乡村和谐，他 30 多年如一日，甘当乡亲们的「和事佬」。

马友利是沂源县燕崖镇偏良山村的一位农民，一向热衷主持公道的他，自年轻时就主动当起了村里的义务调解员。大到邻里之间产生纠纷，小到夫妻吵架、婆媳拌嘴，每当村里有不和谐的事情出现，马友利都是及时主动走上门来，苦口婆心地劝说调解。30 多年来，他抱着「宁可不给子孙留财富，也不能留纠纷」的目标，不停地跑村串户，用真心帮乡亲们化干戈为玉帛，用真情守护着乡村的文明与和谐。30 多年来，马友利成功化解本村及周围多个村的大小矛盾纠纷 1500 件（次）。

多年来，马友利不停地跑村串户，用真心帮乡亲们化干戈为玉帛。Over the years， Ma Youli has never stopped in visiting villages and households， helping the villagers with sincerity to turn hostility into friendship.

为更好地发挥马友利的调解带动作用，2020 年，沂源县人民法院聘请马友利为特邀调解员，专门在未设立法庭的燕崖镇建立了「老马调解工作室」，开通了「老马热线电话」，让他担负起燕崖镇及周边多个镇的专职调解工作。自此，人到晚年的马友利每天驾驶着一辆面包车，穿梭在乡村间，用自己多年积累的化解纠纷的经验，依托法院推出的「群众说事、调解员说理、法官说法」解纷模式，本着「能调不诉、能调不判」的原则，耐心与群众细算亲情、信誉、时间、经济、风险「五笔账」，把一个个矛盾化解在萌芽状态。

担任特邀调解员以来，马友利平均每年诉前成功化解法庭委托的各类民事纠纷 130 余件。2021 年，马友利被评为淄博市法院系统「十佳调解员」。如今，「有纠纷找老马」成为当地乡亲们的共识。在马友利看来，让乡村里少一些纠纷多一些和谐，是他最大的心愿。

Rural “Peacemaker”

“Leaving the east family for the west family， I persuade them all. Neighbors should get along more harmoniously. Mediation can bring you harmony.” In Yiyuan County， Zibo City， Shandong Province， Ma Youli， a 64-year-old farmer， is devoted to the cause of rural mediation. For the sake of rural harmony， he has been acting as a “peacemaker”for the villagers for more than 30 years.

Ma Youli is a farmer in Pianliangshan Village， Yanya Town， Yiyuan County. Keen on upholding justice， he has taken the initiative to be a voluntary mediator in the village since he was young. In order to give full play to Ma Youli’s leading role in mediation， in 2020， the Yiyuan County People’s Court hired Ma Youli as a specially invited mediator to establish the “Lao Ma Mediation Studio” for him in Yanya Town， where court was not available. With the “Lao Ma Hotline”， he took on the full-time mediation work in Yanya Town and several surrounding towns. Since then， every day， Ma Youli， in his later years， drives a van shuttling through the countryside. Using his years of accumulated experience in resolving disputes， and relying on the court’s dispute resolution mode of “mass telling events， mediator telling principles， and judge telling laws”， and in line with the principle of “mediation prior to lawsuit， mediation prior to judgement”， he patiently calculates the“five accounts” of family affection， reputation， time， economy， and risk with the masses， thus resolving each contradiction in the bud.

Since serving as a specially invited mediator， Ma Youli has successfully resolved on average more than 130 civil disputes entrusted by the court every year. In 2021， Ma Youli was named one of the “Top Ten Mediators” in the court system of Zibo City. Today， “calling on Lao Ma if you have a dispute” has become the consensus of the local folks. In Ma Youli’s view， it is his greatest wish to make the village have less dispute and more harmony.
