潍坊在斑斓岁月里放歌

又是一年春光好。今年四月第 38 届潍坊国际风筝会将在国际风筝都潍坊盛大绽放，消息一出，引全球瞩目。

1984 年，迎着改革开放的春风，首届潍坊国际风筝会拉开帷幕。来自美国、日本、英国、加拿大、荷兰、澳大利亚、新西兰、新加坡等 11 个国家和地区的 18 支风筝队参加了大会。由于首届潍坊国际风筝会的成功举办，1985 年，经国务院批准，潍坊成为甲类开放城市，掀开了潍坊市发展史上崭新的一页，从此潍坊凭借小小的风筝，走向了世界。

1988 年第五届潍坊国际风筝会期间，潍坊被推选为「世界风筝都」，使潍坊市收获了世界风筝文化领域一块沉甸甸的金牌。1989 年国际风筝联合会在潍坊成立并将总部设在潍坊，进一步提升了潍坊的地位与知名度。国际风筝联合会现有理事国、地区 16 个，会员国、地区 67 个。

全球规模最大的万人风筝放飞表演、世界风筝锦标赛、潍坊风筝大赛、中国（潍坊）传统风筝扎制大赛等品牌活动及赛事，吸引着全世界的风筝爱好者齐聚潍坊，截至目前，共有 72 个国家和地区参加过潍坊国际风筝会。

2019 年第 36 届潍坊国际风筝会有 65 个国家和地区的 100 多支风筝代表队参加。2020 年受疫情影响，第 37 届潍坊国际风筝会举办了历时一个月的「云上风筝节」，有 45 个国家的 51 支代表队参加放飞活动；来自全国 31 个省市自治区的 103 支风筝代表队现场参会，是历年来国内参赛队伍最全的一次。

银线连四海，风筝传友谊。通过风筝和风筝会，潍坊插上了一双通向世界的翅膀，也找到了一个让世界了解自己的坐标。潍坊通过风筝会这座桥梁，实现了走出去、请进来的梦想，走出了一条全方位对外开放之路。潍坊接待过来自世界几乎所有国家和地区的朋友，世界五大洲也都留下了潍坊人开拓创新的脚步。以风筝为媒，潍坊迈出了对外开放、交流合作的豪迈步伐，已与 213 个国家和地区建立了经贸合作关系，有 70 多个国家和地区的企业在潍坊投资发展，投资企业 2120 家。先后与泰国、日本、韩国、德国等 18 个国家 38 个城市建立了友好城市和友好合作城市关系。

Under the strong leadership of the Party C e n t r a l C o m m i t t e e ， t h e C h i n e s e p e o p l e w o r k e d t o g e t h e r t o p u t the pandemic under control. T he suspended city swept over the haze of the pandemic to embrace bright days. At this time， the CPC Weifang Municipal Committee and Weifang M u n i c i p a l P e o p l e’s G o v e r n m e n t d e c i d e d t o h o l d a g r a n d k i t e festival of historical signif icance and special features. On September 2 6 t h ， t h o u g h m i s s i n g m i l e s o f the spring breeze， Weifang’s kites went into th e l o ng autumn days ， swaying and blooming splendidly in the clear sky over the coastal sea i n We i f a n g B i n h a i E c o n o m i c a n d Technological Development Zone.
