章丘：党建赋能，激活高质量发展一池春水
基层党建全域提质
「基层是党的执政之基、力量之源。要持续加强基层党组织建设，激发每一个基层党组织和每一名党员干部干事创业的精气神，为现代化济东强区建设汇聚起强大合力。」在 6 月份召开的章丘区基层党建工作会议上，中共济南市章丘区委书记马志勇表示，章丘将以省委组织部定点联系章丘为契机，实施「1226」固本强基工程，以高质量党建赋能济东强区建设。「1」即一个目标，基层党建「全域提质」；「2」即两条主线，一条是抓党建促乡村振兴，另一条是城市基层党建全域提升；「2」即两个统筹，统筹基层基础、创新突破；「6」即聚焦问题弱项，在补齐短板上攻坚；聚焦基层基础，在优化要素上攻坚；聚焦新兴领域，在严密体系上攻坚；聚焦乡村振兴，在蓄势加力上攻坚；聚焦工业强区，在赋能发展上攻坚；聚焦创新创优，在以点带面上攻坚。
「1226」固本强基工程，是章丘全域视野抓党建、发散思维开新局的集中体现。从机关到城区，从乡村到企业，章丘着力推动基层党建工作与中心工作同轴共转、同频共振，吹响了以基层党建全域提质服务高质量发展的「新号角」。
理论宣讲浸润心田
把党的理论宣讲好，使之武装全体党员干部，带领广大群众推进伟大事业，是推动高质量发展的保证。章丘始终把学习贯彻习近平新时代中国特色社会主义思想作为必修课、终身课，完善党委（党组）学习制度，及时跟进学习习近平总书记最新重要讲话精神，坚定不移用党的创新理论武装头脑、指导实践，做到常学常新、真信笃行；始终把理想信念淬炼成钢，巩固深化「不忘初心、牢记使命」主题教育和党史学习教育成果，推动理论学习向基层一线下沉，引导全区广大党员干部坚定理想信念、筑牢初心使命。
章丘发挥党委（党组）理论学习中心组示范带动作用，落实「第一议题」制度，常态化开展学习研讨；举办党史学习教育主题党课、区委理论学习中心组读书班、区管处级干部进修班、领导干部大讲堂等专题学习培训，组织开展党史学习知识竞赛、「学习强国」竞答和「灯塔——党建在线」比拼等活动；建立健全流出地、流入地党组织「双向共管」工作机制，用好「线上 + 线下」教育形式，打造「流动阵地」「指尖课堂」；推动非公企业、社会组织及全体党员深入实施「红色车间」创建行动，把学习教育融入日常、抓在经常、贯穿全年；强化党性教育，发挥党校、新时代文明实践中心、红色教育基地等主阵地作用，深入开展思政教育，培育和践行社会主义核心价值观，唱响时代主旋律。
Strengthening the Party through political building is an important guarantee that has enabled the CPC to keep growing and secure one victory after another. Over the past four years， Zhangqiu district， which unswervingly follows the direction guided by General Secretary Xi Jinping， firmly supports “The Two Establishments” and resolutely achieves “The Two Upholds”， has made Party building a strong political underpinning for good governance in all areas.
Party committees and Party members at the grass-roots level are the cornerstone for the Party’s governance and the source of its strength. Zhangqiu district has facilitated dynamic interactive collaboration between grass-roots Party building and governments’ central work， promoting high-quality development across the whole area.
Zhangqiu district has adhered to promoting rural revitalization through Party building， and kept enhancing the quality and effectiveness of grass-root Party building in urban area， which leads to continuous improvement of Party building at grass-root level. With Zhangqiu being in regular contact with the Organization Department of the Provincial Party Committee， the district is implementing the “1226” project of cementing the basis of Party building to energize the construction of a strong district in the east of Jinan.
