强势跻身「万亿俱乐部」城市能级显着提升

2020 年，对济南来说是极不平凡的一年。

这一年，在新型冠状病毒肺炎疫情的冲击和影响下，全市上下勠力同心，排除万难，砥砺前行，书写了精彩的答卷——GDP 成功突破万亿元，强势跻身「万亿俱乐部」，城市能级显着提升。

根据市级生产总值统一核算结果，2020 年全年济南市生产总值为 10140.91 亿元，同比增长 4.9%。其中，第一产业增加值为 361.66 亿元，同比增长 2.2%；第二产业增加值为 3530.67 亿元，同比增长 7.0%；第三产业增加值为 6248.58 亿元，同比增长 3.7%。

疫情期间，济南始终把全力推动复工复产达产作为重中之重，抢前抓早部署企业复工，密集出台惠企 17 条、促消费 15 条、稳就业 26 条等一系列政策措施，选派 1090 名机关干部下沉一线开展「四进」攻坚行动，精准高效帮助企业解决用工、原料、销售、资金、物流等实际困难，积极促进产业链协同复工复产，企业复工率、产能恢复率均居全国主要城市前列。

同时，济南市通过重点领域引领带动，实现 3 个「新高」。其中，2020 年，济南市规模以上工业增加值同比增长 12.2%，增速达到「十三五」时期最高点；进出口总额同比增长 23%，四个季度均保持在 20% 以上的增速，创下近 5 年新高；全市金融机构本外币存贷款余额双双突破 2 万亿元人民币，达到历史最高水平。

在社会民生方面，2020 年济南居民消费价格指数上涨 2.4%，涨幅比上年缩小 0.9 个百分点，涨势总体减缓，保供稳价成效凸显。全社会消费品零售总额 4469.1 亿元，增长 1.1%，实现由负转正，分别高于全国、山东省 5 和 1.1 个百分点。

全市 GDP 从 2001 年突破千亿关口，到 2020 年迈上万亿台阶，济南用了 20 年时间，迎来了经济实力的历史性跨越，实现了「十三五」圆满收官，也为实施济南「十四五」规划和 2035 年远景目标纲要迈好第一步、见到新气象，打下了坚实基础。

Official statistics show that Jinan’s GDP surged 4.9 percent year-on-year to 1.014091 trillion yuan in 2020. The value added of the primary industry posted a growth of 2.2 percent， with a contribution to GDP of 36.166 billion yuan. The value added of the secondary industry increased by 7 percent year-on-year to reach 353.067 billion yuan， while the value added of the tertiary industry in 2020 stood at 624.858 billion yuan， up 3.7 percent year-on-year.
